I saw this earlier. You'd think if they went to the trouble of creating this, they'd give it to every state to implement, and the states would give it to every city, and so on?
It is in fairly widespread use in California. It is the official policy at the Municipal Railway, although, the implementation is flaky, I'm sure, given our management. I've been lightly trained in it, and have on occasion been the First Responder and actually been treated as such by SFPD/SFFD until I quite happily turned over those duties.
The Forest Service uses it as SOP, as do local Search and Rescue. In fact, the FS radios we use are pre-programmed with the freqs of all the major emergency responders in the general area.
But it sure as hell sounds like it isn't in use in LA.
It occurs to be that Louisiana law is Napoleonic, the only state in the union where that is the case. I know how it can effect being picked up for a crime, and a little about marriage laws--but how would it effect setting up their own disaster response groups?

But I have heard that certain sections of the police department are very corrupt--this might make some implementation difficult...
