No, it doesn't. And they knew they had troubles, and asked for help, and were told, sorry, the money has gone to Iraq.

But I have heard that certain sections of the police department are very corrupt--this might make some implementation difficult...

I understand there was also a fair amount of jurisdictional politics going on...as in: "Nope, sorry, can't help, wrong parish!"

It occurs to be that Louisiana law is Napoleonic, the only state in the union where that is the case. I know how it can effect being picked up for a crime, and a little about marriage laws--but how would it effect setting up their own disaster response groups?
