It's a new blog site based on the LiveJournal code base but, supposedly, greatly improved. I believe it started (or at least gained a lot of traction) during the last "OMG LiveJournal wants to eat my baby or is about to go under" kerfuffle. It's now in limited beta.
As others have said, alternative to livejournal developed by some talented programmers who seem to have some really neat ideas. One thing I like is that there's compatability built in so you can run LJ and DW journals in parallel or post from one to another.
It's in closed beta test right now where membership is invitation only--they've been adding memberships gradually so as not to overwhelm the system or the programmers fixing bugs. Memberships go on sale at the end of April at which point the system will be in open beta test.
What others said, so far, and to add: part of the point is that it is fandom-friendly (and, it seems, specifically the fic and role-playing fandoms) as opposed to LJ's longstanding "fandom-indifferent" or "we'll ignore it unless someone big comes along and bitches" policies. This would make them less susceptible to the (apparently) trollish activities that spurred the so-called "strikethrough" scandal, among others.
