Does anyone have a Wikipedia account that allows them to edit entries. This entry states that CODE won the 1999 PKD, and it didn't. It was shortlisted, but it didn't win. Stephen Baxter won.

There's another page floating around that lists CODE as the 1999 winner, and I need to let the author know that this is not the case.

I've edited the page for you. It now reads:
"Code of Conduct (1999 book) - book by Kristine Smith, nominated for the 1999 Philip K. Dick Award"

Thank you. I'd have tried to do it myself, but I heard a rumor that you can't make edits in Wikipedia if you're a subject of the article.

The actual guideline (not a policy) is here (http://en.wikipedia.org/wiki/Wikipedia:Autobiography). I think in this case, Kristine would have been fine making the correction.

Should be fine and actually fine are two different things with Wikipedia. Many of the editorial policies seem to make sense and are written in clear English. The enforcement is not very sensible, and doesn't always bear much relationship to what is written down. So unless someone is already an active Wikipedia contributor, it's not a good idea to make an edit.
