Just read the weekly Human Resources Update, and saw that the manager I really wanted to interview with for a position in her area is moving on herself. Got a promotional op working for a former manager of hers, which is how things sometimes work around here. Someone moves up, and over the course of a year or so, people from his/her old area start following the light.

Darn. I wonder who will be taking her place...?

I'd follow up with a short letter to her at her new job with congrats and that while you'd hoped to interview with her at the old place and that's not to be, you'd be thrilled to interview with her at this wonderful new place. Sometimes just a little something to separate yourself from the pack can get you remembered and thus the interview.
