If you're playing casino style, with an actual dealer, then no, because the dealer isn't playing.
If you're playing in a regular home game, then of course. The dealer is in the hand, and they get to excersise all the elements a regular player does. It doesn't affect whether you continue to deal or not. So, in a non-casino game, the dealer can fold and they're still stuck dealing.
